Saboteur Training Camp

The stable should offer a new class, the saboteur. This unit can lower the building level of an enemy without the enemy knowing. There is a catch though. If you fail to sabotage the enemy you lose all your saboteurs and the enemy is notified which nation tried to sabotage you. The success of every sabotage attempt depends on the amount of saboteurs attacking. To defend against this new class spies and saboteurs of your own could combat foreign saboteurs. Maybe this could be implemented in future worlds? Thoughts on this?
