Like real life, you should be able to move support in other cities in different ways rather than just returning them. launching attacks from ally cities would increase strategy and real life similarity. To make it not overpower only allowed to use as many commanders that are at that city plus have to launch a scout from one of the cities you own and have him treated like a messenger to launch attack

The problem is people would stop attacking people directly, and just amass troops in the cities that are close.

Weaker players would have no time to call for support.
