Join any world

As you know at the moment once a world is full...a new world is born but half the players in that world leave straight away or give up and then you have an empty city. I think this should allow other users who newly start to choose a world that has space available. also this is good for friends. My friend wants to join but the fact that he can not join my world has put him off as we wish to work as a team. Surely something can be done?
