When you send supplies to somebody if they can't hold the resources all the leftovers just get dumped. When this occurs why don't the merchants just return leftovers to senders? They just return with empty hands. Why not fill them on the return trip?

Good idea. You should keep whatever would have been dumped by the player you sent it to
