Make scouts show loyalty

Too many times my bran new city was conquered by a player moments after i conquered it my self, or after spending the better part of a day trying to conquer it and another player conquered it just before my last scholar got there, or when i sent an attack on a barb city just to get a reply asking me if i want to start a war because someone just conquered that city a few min earlier...
all of that can be easily avoided if scouts could show loyalty. once a player sends a scout and receives a report that report can show a drop in loyalty and make that player realize he's a attacking a soon to be conquered city.
at the very least scouts show just about every thing else, so why not that?

Sounds good...only availbe via a fully upgraded scout ( LEVEL 3)
I have pondered this often.

That option doesnt exist for all of Valor's worlds.

Yes, a 1 level world automatically has a level 3 scouts abillities
