As for barbs I would say yes. Perhaps different names but units made by barbs should not be hindered just cuz they are barbs. It's bad enough upgrading the city. No point in making its units suffer any more then they already do.

On the flip side of that I could understand them not being able to as the idea above would suggest ordered military and not just rag tag bands. But across time many great wars and army's have been barbarian hoards. Lest we forget Genghis Khan and the Mongol Empire. Raar!
