I'd like to see hiding places and warehouses combined in a different way.
Dump generated resources into a hiding place until it's full and only then into the warehouse until it's full. Pull needed resources first from a warehouse until it's empty and then from a hiding place until it's empty. Never allow scouts to see a hiding place or its level until the city is capped by the invader.
Make all resources in the hiding place and warehouse available to the person mounting a defense against an attacker.
