Scouts should be able to do more then just spy reports and the user would select as they do with ballistas now:
- Demoralize army (make them less effective or cause 5% to flee)
- Steal resources (5 per unit)
- Sabotage buildings (100/250 scouts can take a building down 1 unit)
- Assassinate scholars (500/1,000 successful scouts can kill one scholar)
- Spy city (including troop movement)
Just an idea that I have seen in other games.
