Mail error

I have two rather important mail items that I need to forward on to guild members, the first is giving me the error "we are updating valor, and will be back soon" and the second is giving me the error "body text must be between 1-900 characters, any ideas on how I can go about disseminating this to my guild?

The update error seems to happen if either a portal page tries to update all the cities on that page or a particular city has a lot of of things happening at once.
