Thanks. I'm still 2 upgrades on my City Hall from building an academy but that's good info to have.

How do I tell an "inactive" player city from an "active" one?

I would say, take note of their points.

I still do not get the clear picture. Must a scholar survive an attack to bring down the lvl in the town?

The scholar has to survive the attack to lower loyalty, and they are expensive, so you want to send a carivan of troops with them. Best case, clear the city of troops and destroy wall before attack. Then send 4-5 waves of scholars with escort troops to lower loyalty (each scholar will lower loyalty 20-30 pts with each hit depending on morale, luck, etc.). If you've only got 1 or 2 scholars, and no help from your guildmates, you need to factor in travel time. Most worlds have a loyalty regeneration rate of 3/hour. So an attack 2 hours away will make a 4 hour round trip for one scholar, so the loyalty will be raised 12 points in between visits.

That is an answer, thank you.
