Destruction of farm

If I destroy someone's farm,will their resource production buildings work less effectively or their troops die?since they have less food than they need?

What happens is that when you downgrade a farm, they won't be able to make troops until it's below whatever # of the pop. So really you be hurting that person if you lower the farm to a degree.
