Unable to educate scholar

Unable to educate scholar

My main city vin world 30 shows I have three scholarships. I have one city conquered so I should be able to educate another scholar. However, it says I have 0 scholars I can educate and the educate scholar button is not active even when I have all the resources. Sounds like a glitch. Please fix for me.
