Realizing that the aim for this game is to make people buy gold, why not have some kind of static rewards on top of simply buying gold itself? For example...
When a player reaches 1000 gold purchased, you get a ticket. For one ticket you can place a building in one city that, by itself, generates 100 of each mineral.
For 10 tickets you get a shed that increases storage by 100,000, and the increased storage allows research of one additional technology in that city.
For 20 tickets you can buy apple trees which will feed an additional 800 people in that one city.
25 tickets buys towers which increase defense in that city.
And so forth...
