Building Upgrade become unresponsive within the city hall (2.0)

Since the 2.0 release, I often notice that the buttons to upgrade my buildings are un-pressable (I touch them, but there's no GUI reaction to the touch, and nothing happens within the game). The only way around it is to leave city hall and upgrade the buildings via the new method.

Side-note: Please add an option to allow people to view the old map. Screw the pretty graphics if they're going to slow my 4s down to a crawl.
