It will be variable depending on a variety of factors (size of the world, age of the world, current activity in the world, etc.). The goal is to make competitions generally hard to win and to make sure that people are excited to participate (which means things like badges and prizes).
We've got a few different plans for these things, but we'll be analyzing them as we go along to make sure people are getting the most out of the experience.

25 commanders per city.

You have 25 commanders, one commander is included with each outgoing wave, including support troops. You probably have two cities supported.
