I think that the troops that escort the capping scholar into the city should Stay in the city. What army drops the commander off and then leaves him there with no defense. You could limit the amount of troops but some should Stay!.

I think when you conquer a city the loyalty for that newly acquired city should be automatically raised back up to 100%. After all the troops are all dead and your scollar is the only person still around.

Who has ever heard of recruiting new troops and those new troops not being 100% loyal to the leader. Hmmm
