-build a market
-select his city on the map
-press send resources
-select amount of resources
-press send

And, yes, Sundnance, Killer is correct, this is the easiest method to send resources.
For support in game, please go to:
Portal > ? (Question Mark - Upper right of the screen) > Support > Mail Icon
For support outside of the game, please go to:
