Is valor coming back on?

Just curious, is valor going to return? If so.. Can we get a ETA? Plz. Cause I'm tired of checking back just to see the gnome.... Just some time frame for me to check back. Also a lot of rumors going around about the real reason valor is off line. Not really any of my business why but would be good to know the truth. Thanks :)
