Understandable, but ballistas should not be able to shoot over or "through" walls and not damage them. Read my post on the thread Archers, it goes into a few things should be accounted for.
And well yes more like take 4 off each attack. And well, make the "take off X amount of loyalty," be an upgrade in the forge for the temple. The forge should broaden its horizons or another building should be made for building upgrades and production increases.

@Orlor: That idea has, in my opinion, merit. Loyalty is something that currently can't be protected (nor should it be absolutely protected). Making it more difficult to lower loyalty, and allowing loyalty to regenerate faster, could be interesting.
It could also affect morale (both on outgoing as well as incoming attacks).

Why not use hiding place to increase loyalty regain speed. The hiding place not only holds resources but can also house a secret underground rebellion army to thwart the invaders attempts to take the city. Each level increases the speed loyalty is regained by a little ( don't want to make it impossible to capture)
This would give players another reason to use hiding place. (you already can't target the hiding place with ballista.). The hiding place level shows on scout reports so you will know if you have to contend with a rebel force when attacking. and can adjust tactics accordingly ( more scholars, more frequent attacks. )
