It's saying I have 10 scholars and that I education is at -2 when I actually only have 4 scholars
That number includes cities that you also own.
And you can only have negative scholars if you capture a city which already has scholars in it, so you probably captured one of these cities and it caused your numbers to appear to be wrong.
Double check your new cities and see if there are any scholars already there, or "supporting" another city.
