How Bout doing somthing so there is a limit of how many times you can attack the same person

Morale is the stat that we use to to do that. If a bigger city does attack a smaller city over and over they will lose morale which means they attack stat is lowered.

What kind of cap would you suggest? 5 times a day? 10 times a week?

5 a day would be fair or just turn the reuse time of a truce down
