Still seems like a lot of work to me.
Why not base conditions on guild points instead of user points? Guilds are the winners here. Have minimum guild points required go up each weak. Finishing at 500k, which is 10k a person if 50 members. That would make clean up very simple and fair because we can just look at the guild rankings and find what guilds are still over the limit and take them down.

Or making a ratio:
If the world's biggest guild is 90% of size of the addition of top 10 guilds, it's given as the winner's guild (use the 3 biggest guild with same condition for top 20 for Legacy wolrds?)

Just to remind everyone that win world condition points is for one single city. If win condition is at 32k points and a player has two 1085 point cities.... You will not win till one is capped. Same with barbs. Only one city! We are still getting this question and hope this solves it!
