It could be he has support from other cities in there

I've had over 24,000 troops in one city or another at various times on different worlds. 25-33% were mine. The rest were Support troops sent by fellow guild members in response to attacks on my capital city. I guess if one were interested, you could recruit close to 20,000 Lancers if you didn't recruit anything else. Might do just that one day.

I've ran into 190k troops before. Had 40 scholars in the city as well. 14,000 guards isn't that much. Takes a lot of cities to clear that though.
