Farm fully upgraded

I had upgraded my farm all the way then I realized "oh no I can't buy build anything or recruit troops" this made me wonder 2 things
1. If you send troops to battle and they die does that mean you can recruit new troops?
2. If you demolish a building can you upgrade another one?
