Forge Research Points Allocated Bug

I apologize if somebody already posted this. Anytime I do an "action" in the forge, such as start research, the research points allocated numbers go from x/10 to 0/0. This seems to be universally true in all cases for me. I would have to bet somebody reported this already, so again, sorry. Decided to check 2.0 prior to reporting. Still happens.
