Building quests

Not sure if this is a bug or not, but I'm not getting my reward for having a lvl 30 city hall. I didn't build a city up to it but I conquered a city that already had a lvl 30 city hall. So for the reward do I need to build up to lvl 30 or simply have a lvl 30?

Pretty sure you need to actually construct it. If you dont want to wait.. Have a guildmate ballista yours to 29 and rebuild it. Be careful not to have it go passed 29 though. :-/
