Scholar Situation Loyalty Deduction

If a city's loyalty is lowered by someone, and another player attacks with his own scholar, what happens to the loyalty? Goes back up to 100?

I'm sorry if this has been asked before. Used the search option but can't find the answer.

The loaylity is same for everybody, so if someone has lowered yours to lets say 15%, and another player attacks with scholar he will conquer the city. You renew 3 loyalpoints each hour in most worlds i think.
